Smith Metropolitan District No. 1, Smith Metropolitan District No. 2, Smith Metropolitan District No. 3, and Smith Metropolitan District No. 4 (“Districts”) are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, and safety protection improvements of the Districts, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by an individual District’s respective Service Plan for that District approved by The City Council of the City and County of Denver on February 25. 2023, as they may be amended from time to time (the “Service Plans”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts.  The Districts are located in the City and County of Denver, Colorado.  The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City and County of Denver does not provide.

The Districts, together with Aviation Station North Metropolitan District No. 1, Aviation Station North Metropolitan District No. 2, Aviation Station North Metropolitan District No. 3, Aviation Station North Metropolitan District No. 4 and Aviation Station North Metropolitan District No. 5, may, combined in the aggregate, incur a maximum debt of $500,000,000.  Ad valorem property taxes or any other legally available moneys may be used to repay such debt.

The Districts may assess, subject to adjustment for changes in the method of calculating assessed valuation occurring on or after January 1, 2013, a maximum mill levy of fifty (50) mills to repay such debt.

The District must file an Annual Report to the City and County of Denver Clerk and Recorder, the City Council of the City and County of Denver, the Division of Local Government, and the State Auditor.

The Districts’ boundaries overlap with the boundaries of the City and County of Denver, Gateway Regional Metropolitan District, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District South Platte, Regional Transportation District, and Denver County No. 1 School District.
